[Purpose] Configure interface bandwidth utilization alarm direction

Parameter | Description |

tx | Loopback port ID |
rx | Alarms triggered only by transmission direction |
both | Alarms triggered only by both directions |
number | Alarm threshold, configurable from 50 to 100 |
default | The default configuration sets the alert trigger threshold to 80 and the recovery threshold to 75 |
